Who Produces Them?

Over the years, several well-known companies have taken on this role for different countries and territories:

Crown Agents were once responsible for producing stamps for many British colonies and overseas territories, particularly during the mid-20th century.
The Inter-Governmental Philatelic Corporation (IGPC) works with a wide range of countries and often issues stamps with themes designed to appeal to collectors around the world.
Philatelic Collector Inc. (PCI) is another agency known for producing stamps on popular topics from wildlife and space exploration to historical anniversaries and sports.

These agencies tend to choose subjects they think will attract global interest, even if the topics have little direct connection to the country shown on the stamp.

How to Spot an Agency Stamp

If you’re new to collecting, it’s not always obvious which stamps have been produced by an agency — but there are a few helpful clues to look out for.

Start with the design. Does the subject feel closely tied to the country it’s from? If a small island nation is issuing stamps of global celebrities, Hollywood films or space missions (with no clear local connection), it may well be an agency issue. These themes are often chosen to appeal to collectors rather than reflect national identity.

Next, look at how many stamps are being released. Some countries working with agencies put out dozens (sometimes even hundreds) of different stamps in a single year. That high volume of releases is often a sign that the stamps are being created more for sale than for everyday postal use.

You can also check stamp catalogues or online resources, which often note whether a stamp was issued by an agency or whether it’s listed as a legitimate, widely recognised issue. Some collectors even track agency-issued stamps in dedicated online forums, so there’s plenty of support if you’re trying to learn the difference.

If you’re thinking about collecting agency stamps, there are a couple of things that might be helpful to know.

Some agencies release a large number of stamps in a short space of time. It’s not unusual for a single country to have dozens of new issues in a year. That can make things feel a bit overwhelming and it can also raise questions about whether the stamps are being produced more for revenue than for genuine postal use.

That leads to another point: while agency stamps are technically valid for postage, many of them are created mainly for the collector market. Some might rarely, if ever, be used for actual mail in the country they’re from.

And then there’s the matter of relevance. You might come across a stamp showing a Hollywood celebrity or an international football star issued by a tiny island nation. While those designs can be fun, they don’t always reflect the culture or history of the place they represent.
